The set is supplied in CSH format. Load them by double clicking the CSH file or right click the set to load them into the preset panel. You can also place the CSH file into the presets section of PS and PSE and then load them by name via the right side menu of the preset panel. You can use the same panel to load them or remove and replace them as well as reset them back to the factory default. You can do much the same via the edit menu preset manager
They are for Photoshop but you can use them in many other applications such as Illustrator and Affinity Photo etc but you have to export them from PS and PS elements first as Illustrator etc does not support the CSH format. You can export the artwork as a vector such as in AI format, or perhaps save the artwork to the CC libraries and then the vector can be used in other parts of the creative cloud, you can also export them as a PNG file or PSD file with other layers. You do not have to keep them solely in Adobe ® Photoshop ®. You can export them as a layer but you can also export a flattened file (PNG etc) for import straight into tools such as Affinity Photo.
You can use them as brush strokes and patterns as well as other resources in PS and PS Elements. To define them as a brush, simply add the artwork to a layer and then either select the design or just define the entire document and this is done via the edit menu in PS and define brush. The same can be done for patterns but instead use the define pattern command. You can also use them as displacement maps by saving the curled artwork to a PSD format via the file save command
You don't have to use them just select one of the curled presets and then apply and then select another and apply that. You can use them in the same color or different color, combine them with different effects, use in different positions, use them as a layers and then rotate and warp the artwork as well. You can combine them in millions of different ways. If you wish to combine them as a new curled shape then you will need to add them as layers and then use the layer menu 'combine' command and then merge them or use the direct selection tool to select the path and then define that as a new preset via the edit menu. The results of any new work can then be saved to a new CSH file or the existing set.
