They are all supplied in standard CSH format and that can be opened by Photoshop and PS Elements. The easiest way to open them is probably by double clicking on the CSH file 'halloween designs' and then the artworks are all loaded rapidly into the application and from there you can select the custom shape tool or the cookie cutter tool (if you are using the PS Elements application) and then select the artwork from one of the 100s of great designs then available in the panel. You can then add the artwork to your design. You can also soimply store the CSH file into the presets folder (either in the applications folder / program files folder or in the user account library section) and then access the CSH file of scary artworks via the right side menu and you can then select them by name. You can always rename the files, you don't need to keep them as halloween_01 etc so you can rename them to something like spiders etc and then access that by name in the CSH panel. You can also load and replace them via the same menu simply by going to the load and replace command and selecting the file (the advantage of this is that you can place the files in a different folder and that is especially useful if you have different versions of the application running or perhaps you have all your resources on the cloud or in a private folder. You can load them as a pixel design or as a path and also as a layer, the Halloween shapes can be used in countless ways in Photoshop. Using them as a layer is useful as you can re-size the layer as well as rotate and distort and apply perspective to the artwork so the spider that looks flat can be turned and twisted into all kinds of artworks and then also saved to the preset panel. You can also duplicate the halloween shape layer over and over to create multiple copies in seconds (though sadly the application does not have any useful tools such as duplicate them countless times as well as offer randomizations of location and distribution though this can be done manually by simply selecting the artworks in the layers and then shifting them around the document). The layer can also be re-colored at any point by simply selecting the artwork / layer and then going to one of the shape tools such as the rectangle or ellipse and then selecting the color fill / stroke / stroke options (dashes etc). As the spider / weird distorted / scary creatures are all layers, you can also add layer effects to the artwork such as bevels and glows and inner glows as well as strokes and pattern overlays and gradient overlays and colors and with the most recent versions of Photoshop you can now add multiple drop shadows and colors.
As a shape layer, you can convert the halloween shape into a smart object via the layer menu. The smart objects are probably more useful than just a layer as you can add effects / smart filters to the artwork so you can create a blurry spider or blurry tentacled design or perhaps add a camera raw filter effect to recolor the work in many ways. You can also now add adjustments to the layer such as modifying the hue / saturation etc.
