How can I use them as layers

If you open the PNG images via the place command in Adobe ® Photoshop ®; the layers can be merged and can be also combined with text and other paths. You can also combine those layers with adjustments such as hue and saturation and photo filter and others. You can also turn them into smart objects and combine them with smart filters such as camera raw filter. You can also save these filters to the new Adobe Creative Cloud libraries and use the results in future projects as well as in Illustrator (and hopefully at some point, other parts of the CC)

How can I use them as brushes

Yes, the PNG images can be used just as easily as brushes as tiles, the only difference being the color will be lost as the brushes are grayscale images. You can also just use the PNG crosses as layers in Adobe ® Photoshop ®, psp etc

How to use them in PSP

They can be placed in the patterns path of PaintShop Pro X8 X7 X6 X5 X4 X3 etc and then you will see them add to the PSP cache. Afterwards, you can use them via the materials panel of PSP. You can also add the PNG images to the textures folder as well as bump map etc. You can find the location of the presets folder via the psp preferences file location section.
