This was a plugin tool created using the powerful Illustrator SDK toolkit that is available on the adobe.com website. The plugin is available only for use with CS5 CS4 CS3 CS2 CS1 10 and why is that, the plugin format for Illustrator plugins changed with CS5 and removed coding for the ADM or the display dialogs for Illustrator and moved to a different model such as a html or Animate / Flash style screen extension approach and this is very a different and the plugin has not been updated for use with CC 2017 2015 2014 but if you are still using the excellent CS5 or any versions before then this is not an issue for you. It is possible there will be updates of the set but just not in the same form and it will be more likely in a one shot or a random generation style plugin but that is for possible future plugin development
OK, say you have that specification, PC or mac, well the plugin was there for use with symbols and symbols can be made of anything so you can set up a set of symbols such as below
cow, cat, dog, sheep, monkey, panda
one, two, three, four, five

or perhaps a sequence of numbers such as
1, 2, 3, 4, 5, 6, 7, 8, 9

etc - the symbols can be made of the above as well as visual displays of the above or perhaps images of a set of cities such as London, Birmingham, Manchester, Leeds etc The individual elements can all be turned into a symbol and as a symbol they can be used with the symbol headline / banner plugin from this site and can be used in random ways as well as a more controlled sequence way to create some interesting banner designs in a more static environment but the results of any work can be generated off to layers and then exported as an animation such as a Animate CC / Flash format file or SVG etc for possible additional re-work in other parts of the Creative cloud applications.
The headline plugin tool can be used to manipulate any of the artworks in the symbols panel so you can use the above approaches or perhaps some of the symbols supplied with the application or one of the support libraries supplied with Illustrator but you can also use the tool with your own artworks as well as any of the sets on this site such as the arrow and direction symbols (and triangular designs) for Illustrator and colorful curved and distorted contour / offset symbols for CC 2017 2015 CS6 etc and you can also use images and photos as well as text and single type and converted text and combinations of those as well as meshes and more so the sources for the headline / banner symbol plugin tool is near infinite. You can work with a single symbol and perhaps multiple variants of that single symbol so perhaps have an orange and green and red design of the same apple or letter or number or cat etc. You can rotate, scale and apply many different transformations and sequences to the symbols to create many 1000s of variant designs. You can also use the results to be added into new symbols and use those as a new sequence for the symbols headline / banner tool and so on.

or whatever you have added to the symbols panel.
The only issue with the plugin tool is that the symbols panel has be solely devoted to the artworks and if you have other items such as 5 6 7 8 etc that you don't want appearing in the artwork then the symbols 5 6 7 8 have to be deleted before working with the tool though you could add a number of dud entries into the artwork to be removed at a later point (or perhaps just use the powerful replace command to replace those numbers or elements from the artwork with an updated design or number set). You can, of course, edit the source symbols and the results will be reflected in the artwork as the plugin works from the instances and not the core symbols themselves. Probably the best way to use the plugin is to pre-prepare the panel with the symbols and then save that as a new library with the same name or reference to the project that you are working on or perhaps store the original reference material to the CC libraries and then all the designs will be stored for future reference as well as having a safe backup of the work.
