Apply the floral brush to a black or dark background and then apply a Gaussian blur. Re-apply the brush stroke again on top of the blur. This can be repeated perhaps using different directions of blur or perhaps using different colors to create a golden glowing floral design as below examples of the glowing brush show
Of course, you can also apply the brush repeat times and apply a Gaussian blur each time and then re-apply the brush or perhaps apply the brush with a smart blur or motion blur to create a different glow effect.
You can also use the edit > fade menu command to change the application of the blur to create a more unique combination of blurs to create glowing echoes.
You can also combine the blurs / glows and use the brush stroke with an action or script and record all the brush strokes and effects for future use.
The glowing brush can also be saved as a new brush stroke (though with a black background the entire image will be stored - it would be best to invert the image via the image menu and then use the define brush command to save the glowing brush for future use.
The above example shows the floral brush glowing brush stroke inverted - this can now be saved as a new brush stroke.

If you want to save the scattering, color dynamics etc then use the 'new brush preset' found in the brushes palette as below.
The example below shows the glow brush applied to a new document. The scattering, hue dynamics etc have been saved by using the new brush preset command. The color applied being gray but the foreground and background colors (in the Photoshop toolbox) could have been set to red and green or yellow and blue etc combinations.
The glowing floral brush stroke can also be saved and used in other software such as Paint Shop Pro or Painter, by saving the brush stroke image as a PNG file or JPG file and then using the define brushes feature in those software (the exact steps vary and you will find more information via some of the other sections on this site as well as via some of the video tutorials)
