1) Create text using the type mask tool (on the same tool as type)

2) Layer > new fill layer > pattern

3) Select border pattern from the pattern tool dropdown palette

4) OK

3) Select clone tool

5) Set brush via top bar

6) Set border pattern via top bar

7) Set alignment etc

8) Apply brush

1) Open document

2) Layer > New fill Layer > pattern

3) Set the pattern as required

4) Layer > Rasterize content - so the pattern layer becomes a normal layer

5) selection tool to create frame 'rectangle'

6) fill with white

7) edit > stroke to give the selection a black line frame
