Open the CSH presets via the open command in some versions. You can also double click the CSH presets to load them or use the right click context menu and select the open command. You can also place the CSH presets in the presets folder of PS etc and then access the set via the presets panel in PS right side menu. You can also use the right side menu to load / replace the CSH presets. You can also in some versions access the CSH presets via the edit menu preset manager command.

If you are using CC 2014 / 2015 and above, you can now store all your artwork in the cloud / library. Simply select the generated layer (which can also combine styles etc) or smart object (which can also combine smart filters as well as adjustments and layers) and copy that to the library. To display the library or libraries, just select the libraries entry from the window menu. You can store all your artworks there, variations of artworks and much more. You can then easily access the same work in Illustrator as well as use any of those saved resources in future projects. With CC 2015 you can now also access them in After Effects CC 2015 though the way it works is not as instant as PS and Illustrator, the resources have to be added to the project and then copied onto the video / document - not sure why they couldn't have just added it to the project when it was added to the actual video layer ?? anyway, it works and you can then use all the wonderful artworks in that superb apps in seconds
You can use them as is but if you want to Add Glow Behind Shapes in Photoshop Tutorial then there are a number of ways and it works best if you use the item as a layer though I guess you can also use the same approaches with the artwork added as a pixel fill. You can add all kinds of weird and wonderful glows.
