Access the stroke brushes via the brushes tool - you can load them into the brushes palette via an action set (which also includes actions to blur the brushes and others). You can also use the stroke brushes / files just as layers or open them as a basic background. They can be used as a source for displacement maps, textures, patterns and much more. The brushes can be used with most of the brush tools in Photoshop.

Access the brush strokes via the brushes palette (only if you have actually loaded them into the brush palette via the edit menu define brush command) and then apply in different colors via the paint tool - change the color via the foreground color option in the Photoshop toolbox.
